Dither problem?

Hi,
I'm getting "Settling failed" messages in PHD2 when DigiCam issues dither commands... any ideas why? It generally works fine but I see it occasionally. Repeated dither commands can cause the declination to spike (see image). Am I right in saying DigiCam waits for "Settling complete" before starting the next exposure? I'm sure it does but just wanted to check!
